Licensor learned during the course of the complaint assessment, there is enough information provided to identify that applicable WAC was violated, thus licensor Lauilefue concluded that more likely than not, applicable WAC or RCW was violated. During the course of the complaint assessment licensor learned that the infant was in the toddler classroom and part of the ratio.
